B2B Fragrance Oil Suppliers in the Middle East: A GCC Buyer's Guide

What to check when buying fragrance oils wholesale in the UAE, Saudi Arabia, Qatar, Kuwait, Bahrain and Oman, with a supplier checklist.

The best B2B fragrance oil supplier for a business in the UAE, Saudi Arabia, Qatar, Kuwait, Bahrain or Oman is one that makes its own oils inside the GCC, sells without a high minimum, sends samples and hands over IFRA, SDS and COA documents for every oil. Buying from a manufacturer in the region also keeps delivery inside the GCC customs union, which is usually simpler than importing from Europe or Asia.

Below: what to check, how buying works in each GCC country, and how we handle orders.

Quick specs

  • MOQ: none on in stock library oils. Oils not in stock start at 5 kg. Custom fragrances start at 25 kg per fragrance.
  • Sizes: 100 ml, 500 ml, 1 kg, 5 kg, 10 kg, 25 kg and 50 kg.
  • Samples: 10 ml at AED 45 each, plus a sample box.
  • Documents: IFRA certificate, SDS (MSDS) and COA on request.
  • Shipping: across the GCC and worldwide from the UAE. Orders of USD 300 or more ship free.

Manufacturer or trader: why it matters

Some sellers are traders who buy oils elsewhere and repack them. That makes two things harder: getting documents for the exact oil you bought, and getting the same scent again months later. A manufacturer controls the formula, so it can send matching documents and repeat the oil.

Ask every supplier: do you make the oils yourself, and where? Can you send the IFRA certificate and SDS for this oil? Is it pure concentrate, or diluted with a solvent such as DPG? A diluted oil looks cheaper per kilo but gives less fragrance per bottle.

What to check before you order

What to check Why it matters in the GCC What to ask for
Who makes the oil Repeat orders and batch documents depend on it Factory location and whether the oil is made in house
Concentration Diluted oils give less fragrance per kilo Confirmation that the oil is 100% concentrate with no DPG
IFRA certificate Sets the safe use level for perfume, body oil or candles The certificate for each oil and your product type
SDS and COA Needed for handling, storage and any customs check Both documents for the oil you are buying
Origin paperwork Goods moving between GCC states travel on local invoices and proof of origin A commercial invoice and, where needed, a certificate of origin
Minimum order Small brands often launch with three to six scents The smallest pack for each oil, in writing
Samples The same oil wears differently in heat and humidity 10 ml samples of every scent on your shortlist

Buying in each GCC country

UAE: buying from a UAE manufacturer means no import step, and you can visit to smell the oils.

Saudi Arabia: if you sell finished perfume, the importer must list each cosmetic product with the Saudi Food and Drug Authority through its eCosma system, and the product must meet Gulf standard GSO 1943. See the SFDA cosmetic notification guide before you launch.

Qatar, Kuwait, Bahrain and Oman: the GCC works as one customs union. Duties on foreign goods are collected once at the first point of entry, and goods made in a member state can move between members on local invoices with proof of origin, as set out in the GCC Secretariat customs union overview. Check local rules for selling finished perfume with your own authorities, and ask a customs broker about your first shipment.

Test samples in your real summer conditions; see perfume oils that last in heat and humidity.

How Aroma Labs works for GCC buyers

We are manufacturers with our own factory in Sharjah, UAE, and a shop in Deira, Dubai. Our oils are 100% concentrate, with no DPG and no fixatives, and they work in alcohol based perfumes. We supply fragrance oils only, not bottles or ethanol.

In stock oils have no minimum, so you can order one 100 ml bottle of five scents, then move to 1 kg or 5 kg of the ones that sell. Current prices for every size are on each product page in AED. Start with our best sellers, read wholesale perfume oils in Dubai for pack sizes, and see how to test a supplier's samples.

FAQ

Are there fragrance oil manufacturers in the GCC?

Yes. Ask each seller where its oils are made. Aroma Labs makes its oils in its own factory in Sharjah, UAE.

Is there a minimum order for wholesale fragrance oils in the UAE?

It depends on the supplier. At Aroma Labs there is no minimum on in stock library oils. Oils not in stock start at 5 kg, and custom fragrances at 25 kg per fragrance.

Do I pay customs duty when buying from the UAE into another GCC country?

Goods that qualify as made in a member state move between GCC countries without customs duty, with proof of origin. Confirm your case with a customs broker.

Which documents should a GCC supplier provide?

An IFRA certificate, an SDS (MSDS) and a COA for each oil. Our guide to IFRA categories shows how to read the certificate.

Can I get samples before a bulk order?

Yes. Every oil in our full collection has a 10 ml sample at AED 45, and we also offer a sample box.
